    Starmer signals tough choices ahead of 26 November Budget

    Keir Starmer told MPs the 26 November Budget will involve “tough but fair” decisions, prioritising the NHS and reducing debt. Downing Street declined to recommit to pledges not to raise income tax, amid speculation of a 2p income tax rise offset by a 2p national insurance cut. The IFS says £22bn may be needed to meet debt targets.
