    UK Chancellor Rachel Reeves signalled tax increases ahead of 26 November Budget, declining to commit to pledges on income tax, national insurance and VAT. She said OBR productivity downgrades tighten the fiscal outlook and prioritised NHS waiting lists, cost of living and debt interest. The Resolution Foundation estimates £21–£26 billion in tax rises may be needed to meet fiscal rules.
