    UK Chancellor Rachel Reeves signaled forthcoming tax rises. Economists urged difficult decisions to bolster confidence and lower borrowing costs. The Resolution Foundation proposed an income tax rise offset by a 2p cut to employee national insurance, to raise £6bn overall and double fiscal headroom to £20bn. After her remarks, gilt yields fell; the pound weakened.
