An HIQA inspection of Tusla’s Carlow, Kilkenny and South Tipperary foster care services in July found many children lacked an allocated social worker, with some having none. Of five standards assessed, two were substantially compliant and three not. HIQA cited weak oversight, staff shortages, and no improvement since February 2024. Eight cases were escalated; Tusla later provided satisfactory assurances.
