    The Resolution Foundation said tax rises in the 26 November Budget are inevitable, urging Chancellor Rachel Reeves to double fiscal headroom to about £20bn (with £15bn more realistic). It proposes shifting green levies to general taxation, scrapping the two-child benefit cap, and raising £20–£26bn via higher income tax offset by a 2p NI cut, threshold freezes, and wealth/motoring/property tax reforms.
